There's no limit to the overall number of votes in the system. Casting an upvote basically transfers one vote from the voter to the submitter of the item. By not having votes be created out of thin air, there's no way to cheat, and since you can't cheat, the site lets you use your votes however you want (i.e., multiple votes, votes on your own stuff). Currently, all votes originate from a set of users who have an unlimited number of votes. I'm not sure how those users would be selected..right now it's just me.

What are the formatting options / rules for posting an item? Will you send something to my facebook feed?

The supported markup is described here. There is also a "formatting" link under the text box where you compose items, which links to that same item.

If you are logged into Facebook, yes, after posting, you should be asked whether you want to post an item to your feed.
